The Village of Oak Park, City of Berwyn, and Town of Cicero have joined together to revitalize a key 1.25-mile segment of Roosevelt Road between Austin Boulevard and Harlem Avenue. The multi-jurisdictional effort is expected to result in development of a streetscape design plan and new zoning regulations, both of which are intended to improve the appearance, accessibility and function of the corridor.

The project officially began on April 9, 2008 when the consultant team conducted an initial tour of the corridor accompanied by members of the Roosevelt Road Advisory Committee and representatives from the three municipalities. The consultants are expected to complete the streetscape design plan in late fall of 2008, with the new zoning regulations to follow shortly thereafter.

Oak Park Plan Commission recommends approval of zoning regulations
At their September 3, 2009 meeting, the Oak Park Plan Commission recommended approval of the new Roosevelt Road zoning regulations by a vote of 7-1. The Oak Park Village Board is expected to consider adoption of the proposed regulations in November. Please check back for further information about the timing of the Village Board meeting.


Terra Engineering/The Lakota Group Selected for Next Phase of Streetscape Work

In late 2008, following the completion of the Preliminary Streetscape Plan, Oak Park, Berwyn, and Cicero solicited proposals from engineering firms for preparing construction documents for the streetscape work. The team of Terra Engineering and The Lakota Group was selected for this next phase of work. Terra and Lakota have begun surveying the corridor, creating base maps, and coordinating with the Illinois Department of Transportation (IDOT). Through the months of April and May 2009, the design team will work with the Roosevelt Road Advisory Committee (RRAC) to finalize the streetscape designs. The team will have construction documents ready for submittal to IDOT this summer.

What is a streetscape design plan?

A streetscape design plan is a policy document that establishes the official vision and recommendations for future landscape and construction improvements to streets and sidewalks in an area. The Roosevelt Road streetscape design plan will build upon the 2001 Roosevelt Road redevelopment plan.

The term “streetscape” encompasses all of the physical elements encountered by people who use streets and sidewalks. Common streetscape features include:

  • Sidewalks and crosswalks
  • Street design including lane width and surface treatments
  • Lighting
  • Street trees and grates
  • Public art
  • Street furniture, including benches and trash receptacles
  • Signage
  • On-street parking
  • Bus stops
